B.PAC Released Parliamentary Participation Of MPs And MPLAD Fund Utilization Study (2019-2024) For Bengaluru City MPs

 A.    Bengaluru city Member of Parliament (MP) participation in 15 sessions during the 17th Lok Sabha (2019-2024)

 

Key findings from the MP participation in Sansad sessions during the office term from 01-06-2019 to 10-02-2024

 

        During 17th Lok Sabha, house worked for 273 days, the National Average attendance of MPs was at 79 % and State Average attendance for Karnataka MPs was at 71 %

        P. C. Mohan MP, Bangalore Central attended 224 days (82%), L. S. Tejasvi Surya, MP, Bangalore South attended 212 days (78%) and D.V. Sadananda Gowda MP, Bangalore North attended 10days (63%), D.V. Sadananda Gowda served as Union Cabinet minister from May 30, 2019, to July 07, 2021. Ministers represent the government in debates; hence they do not sign the attendance register.

        With regards to Questions raised in the floor of the house, P. C. Mohan MP, Bangalore Central has asked 189 Questions, L. S. Tejasvi Surya, MP, Bangalore South has asked 382 Questions and D.V. Sadananda Gowda MP, Bangalore North has not asked any questions.   

 

B.    Member of Parliament Local Area Development Scheme (MPLADS) 2019-2024 Analysis

 

MPLAD Scheme is a Central Sector Scheme, fully funded by the Government of India. The main objective of the Scheme is to enable each Member of Parliament to recommend works of developmental nature with emphasis on the creation of durable community assets based on the locally felt needs of the people. Rs. 5 (five) crore per annum is allocated to each Members of Parliament (MP)

  


The analysis of MPLADS data for Bengaluru city MPs representing Bangalore North, Bangalore Central and Bangalore South Parliamentary Constituencies were collected from the District collector’s office and were analysed. Below are the Key findings:

        In wake of the COVID pandemic, MPLADS was suspended from April 6, 2020 to November 9, 2021, and no funds were allocated to the scheme for FY 2020-21. For the period of FY 2021-22, i.e., from November 10, 2021 to March 31, 2022, Rs. 2 Crore was allocated under the Scheme for each Member of Parliament.

  

Overall Key Findings for 3 Bengaluru city MP from 2019-2024

 

        INR 55.88 crores was the total amount recommended by the three members of Parliament over a period of 5 years

        INR 23.47 crores (42.67%) was spent on Public Infrastructure Development

        INR 16.03 crores (29.15%) was spent on Drinking Water and Sanitation followed by Education at INR 7.27 crores (13.22%)

 

Bengaluru North - Member of Parliament Local Area Development Scheme (MPLADS) 2019-2024

 

  • A total of INR 18.69 crores was recommended by the MP
  • Public Infrastructure Development has been allocated the most funds at INR 9.18 crores
  • Drinking Water and Sanitation has been allocated the second highest funds at INR 6.38 crores
  • Assembly constituency under the MP constituency that received the most funding is Yeshwanthpur (INR 6 crores)
  • During the year 2022-2023, the highest amount INR 4.35 crores (23%) was recommended for works during the 5-year term



 

Bengaluru south - Member of Parliament Local Area Development Scheme (MPLADS) 2019-2024

 

o   A total of INR 19.36 crores was recommended by the MP

o   Public Infrastructure Development has been allocated the most funds at INR 8.86 crores (45.76%)

o   Health and family welfare has been allocated the second highest funds at INR 3.79 crores (19.58%)

o   Assembly constituencies under the MP constituency that received the most funding is Basavanagudi (INR 4.33 crores) & Jayanagar (INR 4.32 crores)

o   During the year 2022-2023, the highest amount INR 3.83 crores (14%) was recommended for works during the 5-year term

 

Bengaluru Central - Member of Parliament Local Area Development Scheme (MPLADS) 2019-2024

 

  • A total of INR 17.79 crores was recommended by the MP
  • Drinking Water and Sanitation has been allocated the most funds at INR 6.58 crores (36%)
  • Public Infrastructure Development has been allocated the second highest funds at INR 5.42 crores (30.46%)
  • Assembly constituency under the MP constituency that received the most funding is Chamarajpet (INR 3.73 crores)
  • During the year 2022-2023, the highest amount INR 3.42 crores (19%) was recommended for works during the 5-year term

  

Speaking during the press conference, Revathy Ashok, Hon Managing Trustee, B.PAC said “B.PAC has been analyzing elected representatives’ participation and LAD utilization for Parliamentary and Assembly constituencies since 2014. We undertake this work to bring elected representatives (MPs/MLAs) 5 years of work during the office to citizens and voters to make informed choices.”

 

Harish N, Member, B.PAC said “INR. 5 cr per year for each MPs to cater the immediate needs of citizen requirements, LADS funds recommendation by MPs to undertake works for 5 years has been consolidated and the same is shared for citizens to be aware. Voters of Bengaluru will benefit from the work undertaken from the team on MPs participation in Lok Sabha and utilization of LAD. This brings in greater transparency of how the grants have been allocated to constituency development works. I urge all city voters to come out and vote without fail on Fri, Apr 26th”
