ಬೆಂಗಳೂರು ಮಾರ್ಚ್ 14, 2023: ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿ 2020 ರಲ್ಲಿನ ನಿಬಂಧನೆಗಳ ಪ್ರಕಾರ ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣವನ್ನು ಒದಗಿಸಲು ಹಾಗೂ ಪ್ರಸ್ತುತ ಮಾತೃಭಾಷೆ / ಸ್ಥಳೀಯ ಭಾಷೆಯಲ್ಲಿ ಲಭ್ಯವಿಲ್ಲದ ವಿಷಯಗಳ ಪಠ್ಯ ಪುಸ್ತಕಗಳನ್ನು ಸಿದ್ಧಪಡಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದು ಅವಶ್ಯಕ ಎಂದು ಗೌರವಾನ್ವಿತ ರಾಜ್ಯಪಾಲರಾದ ಶ್ರೀ ಥಾವರ್ ಚಂದ್ ಗೆಹ್ಲೋಟ್ ಹೇಳಿದರು.

ಮಂಗಳವಾರ ನಗರದ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿನಲ್ಲಿ ನಡೆದ ರಾಜ್ಯ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಕುಲಪತಿಗಳ ಸಮ್ಮೇಳನ-2021 ದ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿ ಅವರು ಮಾತನಾಡಿದರು.

ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ವಿಶೇಷವಾಗಿ ವಿಜ್ಞಾನ, ವಾಣಿಜ್ಯ ಮತ್ತು ವೃತ್ತಿಪರ ಕೋರ್ಸ್‌ಗಳಲ್ಲಿ ಅನೇಕ ಕೋರ್ಸ್‌ಗಳನ್ನು ಇಂಗ್ಲಿಷ್ ಮಾಧ್ಯಮದ ಮೂಲಕ ಕಲಿಸಲಾಗುತ್ತದೆ, ಈ ಕೋರ್ಸ್‌ಗಳ ಪಠ್ಯ ಪುಸ್ತಕಗಳು ಮತ್ತು ಅಧ್ಯಯನ ಸಾಮಗ್ರಿಗಳು ಸ್ಥಳೀಯ ಭಾಷೆಗಳಲ್ಲಿ ಲಭ್ಯವಿರುವುದಿಲ್ಲ. ಸ್ವಾತಂತ್ರ್ಯದ ಅಮೃತ ಮಹೋತ್ಸವದ ಅಮೃತ ಕಾಲದ ಸಮಯದಲ್ಲಿ, ಭಾರತದ ಯಾವುದೇ ವಿದ್ಯಾರ್ಥಿಗಳು ತಮ್ಮ ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಪಠ್ಯ ಪುಸ್ತಕಗಳಿಂದ ವಂಚಿತರಾಗಬಾರದು ಎಂದು ನಾನು ಭಾವಿಸುತ್ತೇನೆ. ತಮ್ಮ ಮಾತೃ ಭಾಷೆ/ಸ್ಥಳೀಯ ಭಾಷೆಯಲ್ಲಿ ಅಧ್ಯಯನ ಮಾಡುವುದರಿಂದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಮುಂದಿನ ಬೆಳವಣಿಗೆಗೆ ಸಹಕಾರಿಯಾಗಲಿದೆ ಎಂದರು.

ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಕ್ರಮ ಕೊಂಡಿದೆ. ಕರ್ನಾಟಕ ರಾಜ್ಯದಲ್ಲಿ ಈ ಕಾರ್ಯವನ್ನು ಶೀಘ್ರದಲ್ಲಿ ಪೂರ್ಣಗೊಳಿಸಲು ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರದ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿನ ಅಧಿಕಾರಿಗಳು ಮತ್ತು ರಾಜ್ಯ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಎಲ್ಲಾ ಉಪಕುಲಪತಿಗಳು ಉನ್ನತ ಶಿಕ್ಷಣಕ್ಕಾಗಿ ಪಠ್ಯಪುಸ್ತಕಗಳನ್ನು ಬರೆಯಲು / ಭಾಷಾಂತರಿಸಲು ಕ್ರಿಯಾ ಯೋಜನೆಯನ್ನು ಸಿದ್ಧಪಡಿಸಲು ತಿಳಿಸಲಾಗಿದೆ. ಮನಸ್ಸಿಟ್ಟು ಮಾಡಿದರೆ ಯಾವುದೇ ಕಾರ್ಯ ಯಶಸ್ವಿಯಾಗಲಿದೆ ಎಂದು ಹೇಳಿದರು.

"ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಶಿಕ್ಷಣ" ಎಂಬ ವಿಷಯ ಕುರಿತು ಕುಲಪತಿಗಳ ಈ ಸಮ್ಮೇಳನದಲ್ಲಿ ಚರ್ಚೆ ನಡೆದಿರುವುದು ಹಾಗೂ ದೇಶದಲ್ಲೇ ಪ್ರಥಮವಾಗಿದೆ. ಇಡೀ ದೇಶದಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಒದಗಿಸುವಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಅಗ್ರ ಸ್ಥಾನದಲ್ಲಿದೆ. ಇದಕ್ಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಕೊಡುಗೆ ಅಪಾರ. ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ-2020 ಅನುಷ್ಠಾನದಲ್ಲೂ ಇಡೀ ದೇಶದಲ್ಲಿ ಮೊದಲ ರಾಜ್ಯ ಕರ್ನಾಟಕವಾಗಿದೆ. ಇದಕ್ಕಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಮತ್ತು ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಿಗೆ ಅಭಿನಂದಿಸುತ್ತೇನೆ ಎಂದ ಅವರು, ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಮಾತೃಭಾಷೆ ಅಥವಾ ಸ್ಥಳೀಯ ಭಾಷೆಯಲ್ಲಿ ಶಿಕ್ಷಣ ಒದಗಿಸುವುದು ಆದ್ಯ ಕರ್ತವ್ಯವಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದರು.

ಭಾಷೆ ಯಾವುದೇ ಇರಲಿ, ಅದನ್ನು ಕಲಿಯಬೇಕು. ಅದನ್ನು ಸಂಪರ್ಕ ಭಾಷೆಯನ್ನಾಗಿ ಮಾಡಬೇಕು. ಆಂಗ್ಲಭಾಷೆ ಕಲಿಯದೇ ಭವಿಷ್ಯವಿಲ್ಲ ಎಂಬ ಪರಿಸ್ಥಿತಿ ಉದ್ಭವವಾಗದಂತೆ ಎಚ್ಚರವಹಿಸುವುದು ಅವಶ್ಯಕ. ಜರ್ಮನಿ, ಜಪಾನ್, ಫ್ರಾನ್ಸ್, ಚೀನಾ ಸೇರಿದಂತೆ ಕೆಲವು ದೇಶಗಳು ತಮ್ಮ ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಕಾರ್ಯನಿವರ್ಹಿಸುತ್ತಿದ್ದು, ತಂತ್ರಜ್ಞಾನ ಸೇರಿದಂತೆ ಎಲ್ಲಾ ಕ್ಷೇತ್ರಗಳಲ್ಲೂ ಅಭಿವೃದ್ಧಿಯನ್ನು ಕಂಡಿದೆ. ಇದೇ ರೀತಿ ನಮ್ಮ ದೇಶವು ಮಾತೃ ಭಾಷೆಯಲ್ಲಿ ಪ್ರಗತಿಯನ್ನು ಸಾಧಿಸಬೇಕು ಎಂದು ಹೇಳಿದರು.

ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಸಾಮಾಜಿಕ ಮೌಲ್ಯಗಳನ್ನು ಮನದಟ್ಟು ಮಾಡಿಸುವಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಪಾತ್ರ ಮಹತ್ವದ್ದಾಗಿರುತ್ತದೆ. ಎಲ್ಲಾ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಸಾಮಾಜಿಕ ವಿಷಯಗಳನ್ನು ಅಧ್ಯಯನ ಮಾಡಿ, ವಿದ್ಯಾರ್ಥಿಗಳಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಿಸಬೇಕು. ಒಟ್ಟಾರೆ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಲ್ಲಿ ಶಿಕ್ಷಣದ ಜೊತೆ ಜೊತೆಗೆ ಉತ್ತಮ ಪರಿಸರ ನಿರ್ಮಾಣ ಮಾಡುವ ಜವಾಬ್ದಾರಿ ಕುಲಪತಿಗಳದಾಗಿರುತ್ತದೆ ಎಂದರು.

ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಲ್ಲಿ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ನೀಡುವುದರ ಜೊತೆಗೆ ಸುತ್ತಮುತ್ತಲಿನ ಪರಿಸರವನ್ನು ರಕ್ಷಣೆ ಮಾಡುವುದು, ವಿಶ್ವವಿದ್ಯಾಲಯ ವ್ಯಾಪ್ತಿಯಲ್ಲಿನ ಗ್ರಾಮಗಳಿಗೆ ಶಿಕ್ಷಣ ಅರಿವು ಮೂಡಿಸುವುದು, ಶಿಕ್ಷಣ ಕುರಿತು ಕೇಂದ್ರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರ ಅನುಷ್ಠಾನಗೊಳಿಸಿರುವ ಯೋಜನೆಗಳನ್ನು ಕಾರ್ಯರೂಪಗೊಳಿಸುವುದು, ಕರ್ತವ್ಯದ ಜೊತೆಗೆ ಮಾನವೀಯತೆಯ ಮೌಲ್ಯಗಳನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಹೇಳಿದರು.

ಪ್ರಾಚೀನ ಕಾಲದಲ್ಲಿ ದೇಶ ವಿಶ್ವಗುರು ಎಂದು ಕರೆಯಲಾಗುತ್ತಿತ್ತು. ಆಯುರ್ವೇದ, ಗಣಿತದಲ್ಲಿ ಮಾಡಿದ ಆವಿಷ್ಕಾರದಿಂದಾಗಿ ವಿಶ್ವಗುರುತ ಎಂದು ಕರೆಯಲಾಗುತಿತ್ತು. ಎನ್ ಇಪಿ ಮತ್ತು ದೇಶವನ್ನು ವಿಶ್ವಗುರು ಸ್ಥಾನಕ್ಕೆ ಕೊಂಡೊಯ್ಯಲಿದೆ.

ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಸರ್ವಾಂಗೀಣ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಪ್ರಾಮಾಣಿಕವಾಗಿ ಶ್ರಮಿಸಲಾಗುವುದು. ಆದರೆ, ಇದಕ್ಕೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರದ ಜೊತೆ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಕೈಜೋಡಿಸಬೇಕು. ವಿಶ್ವವಿದ್ಯಾಲಯದ ಆಡಳಿತಾತ್ಮಕ ಅನುಭವಗಳೊಂದಿಗೆ ಕುಲಪತಿಗಳು ಸರ್ಕಾರಕ್ಕೆ ಸಲಹೆಗಳನ್ನು ನೀಡಬಹುದು. ಉನ್ನತ ಶಿಕ್ಷಣವನ್ನು ಸಮಾಜಕ್ಕೆ ಸಮಾನವಾಗಿ ದೊರಕಿಸಿ ಕೊಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಕಾರ್ಯಪ್ರವೃತ್ತರಾಗಿರಬೇಕು ಎಂದು ತಿಳಿಸಿದರು.

ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಮಟ್ಟದಲ್ಲಿ ಸಾಧ್ಯವಿರುವಂತಹ ವಿದ್ಯಾರ್ಥಿಗಳು ಮತ್ತು ಸಿಬ್ಬಂದಿಗಳ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸಬೇಕು. ಸರ್ಕಾರದ ಮಟ್ಟದಲ್ಲಾದರೆ, ಸರ್ಕಾರಕ್ಕೆ ಪತ್ರ ಬರೆದು, ರಾಜ್ಯಪಾಲರಿಗೆ ಪ್ರತಿಯನ್ನು ಸಲ್ಲಿಸಿ. ಕಾನೂನಿನಾತ್ಮಕವಾಗಿ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆಹರಿಸಲು ಪ್ರಯತ್ನಿಸಲಾಗುವುದು. ಯಾವುದೇ ಸಮಸ್ಯೆಗಳಿದ್ದರೇ, ಸರ್ಕಾರ ಮತ್ತು ರಾಜ್ಯಪಾಲರ ಗಮನಕ್ಕೆ ತರುವ ಮೂಲಕ ತ್ವರಿತವಾಗಿ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆಹರಿಸಿಕೊಳ್ಳಬೇಕು. ಇದಕ್ಕೆ ಸಂಪೂರ್ಣ ಸಹಕಾರ ನೀಡಲಾಗುವುದು ಎಂದು ಅವರು ಭರವಸೆ ನೀಡಿದರು.

 

ಸಭೆಯಲ್ಲಿ ರಾಜ್ಯದ ವಿವಿಧ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಕುಲಪತಿಗಳು ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳು ಮತ್ತು ಅವರ ಸಾಧನೆಗಳ ಕುರಿತು, ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ ಅನುಷ್ಠಾನ, ಅನುಷ್ಠಾನದ ಸಮಯದಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಎದುರಿಸುತ್ತಿರುವ ಸವಾಲುಗಳು ಮತ್ತು ಸವಾಲುಗಳನ್ನು ಜಯಿಸಲು ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಪ್ರಯತ್ನ ಮತ್ತು ಎನ್ ಇಪಿ-2020ರ ಪರಿಣಾಮಕಾರಿ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಹಾಗೂ ಮಾತೃಭಾಷೆಯಲ್ಲಿ ಪಠ್ಯಕ್ರಮಗಳ ಬಗ್ಗೆ ಸರ್ಕಾರಕ್ಕೆ ಸಲಹೆಗಳನ್ನು ಪ್ರಸ್ತುತಿ ಪಡಿಸಿದರು ಎಂದು ಹೇಳಿದರು.

ಸಭೆಯಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ ನಿಂದ ಹೊರತರಲಾಗಿರುವ ಕನ್ನಡ ಆವೃತ್ತಿಯ " ಆರ್ಥಿಕ ಸಾಕ್ಷರತೆ ಮತ್ತು ಜಾಗೃತ ಹೂಡಿಕೆ" ಕೈಪಿಡಿಯನ್ನು ಗೌರವಾನ್ವಿತ ರಾಜ್ಯಪಾಲರು ಬಿಡುಗಡೆ ಮಾಡಿದರು.

Karnataka Governor Chaired Vice Chancellors Conference: Emphasizes on Quality Education in Mother Tongue

Bangalore, March 14, 2023: Honorable Governor of Karnataka and Chancellor of Universities, Sri Thaawarchand Gehlot, chaired a conference of the Vice Chancellors of State Universities of Karnataka at the Karnataka State Higher Education Council, Bengaluru on Tuesday.

The conference was attended by a number of dignitaries including the Vice Chairman of the Karnataka State Higher Education Council, Prof Thimmegowda, the Executive Director, Gopal Krishna Joshi, Prof. Mamidala Jagadesh Kumar, Chairman, University Grants Commission, Delhi, Prof. Nageshwar Rao,Vice Chancellor, IGNOU, New Delhi, Sri. Chamu Krishna Shastry, Chairman, Bharatiya Bhasha Samiti, Sri. Buddha Chandrashekhar, Chief Coordinating Officer,AICTE, and other distinguished members.

The conference was aimed at discussing the implementation of the New Education Policy and the challenges faced by the universities during its implementation. The Vice Chancellors presented their views on the achievements of their universities, the implementation of the policy, and suggested solutions to the challenges faced during its implementation. They also suggested ways to effectively implement the policy and improve the quality of education in the state.

Hon'ble Governor Thaawarchand Gehlot addressed the gathering and emphasized on the need for quality education in mother tongue. He stated that the New Education Policy-2020 requires steps to be taken to provide quality education in mother tongue and to prepare textbooks for subjects that are currently not available in the local language. While many courses in higher education, especially in science, commerce, and professional courses, are taught in English, the textbooks and study materials of these courses are not available in local languages.

Hon'ble Governor Gehlot expressed his hope that no student in India should be deprived of textbooks in their mother tongue during the amrit period of independence jubilee. Studying in their mother tongue/local language will help the students in their further development. He cited examples of countries like Germany, Japan, France, and China, who have made significant progress by working in their mother tongue and have seen development in all fields including technology. He urged the universities to focus on academic excellence and quality research, and to have an honest appraisal of their strengths and weaknesses.

Hon'ble Governor Gehlot also released the Kannada version of “Financial Education and Investment Awareness" manual brought out by the Karnataka State Higher Education Council during the conference.

In his address, Hon'ble Governor Gehlot stated that in ancient times, India was known as Vishwaguru and that the New Education Policy will take the country to the position of Vishwaguru. He assured the universities that sincere efforts will be made for their all-round development, but for this, the universities need to join hands with the central government and the state government.

The conference was a great platform for the Vice Chancellors of State Universities of Karnataka to come together, discuss the challenges they face in implementing the policy, and exchange ideas to improve the quality of education in the state. They also shared ideas to improve the quality of education in the state and brainstormed on ways to enhance research activities in their respective universities. The Vice Chancellors expressed their gratitude to Hon'ble Governor Thaawarchand Gehlot for his guidance and support and pledged to work towards achieving academic excellence and all-round development of the universities.".
