– Governor's Address in the Joint Session of the State Legislature

Bengaluru, March 3, 2025: The Hon’ble Governor of Karnataka, Shri Thaawarchand Gehlot, addressed the joint session of the State Legislature on Monday, outlining the government’s achievements and future direction.  

Upon his arrival at the Vidhan Soudha, the Governor was accorded a ceremonial welcome and escorted by Karnataka Legislative Assembly Speaker U.T. Khader and Legislative Council Chairman Basavaraj. He was received by Chief Minister Siddaramaiah & Deputy Chief Minister D.K. Shivakumar.   

In his address, Governor Gehlot emphasized the government’s commitment to the holistic development of Karnataka, stating, “My Government is implementing several initiatives for the State’s comprehensive social, economic, and cultural progress. Our guiding principle is the welfare of the people, in line with the aspirations of the Constitution—peace and prosperity for all.”  


Highlighting the government’s economic achievements, the Governor noted, “I am proud to state that my Government has successfully accelerated the State’s development and strengthened its financial system. Contrary to predictions, ambitious welfare programs have not hindered economic progress but have instead led to notable achievements across sectors. The State’s revenue is growing, private investment is at record levels, and Karnataka is now the second-highest recipient of foreign direct investment. The effective implementation of welfare programs has also contributed to reducing inequality.”  

The Governor further detailed the progress of budgetary commitments for the fiscal year 2024-25, stating that 331 out of 344 government orders for announced programs have already been issued, with the remaining in process.  

Speaking on Karnataka’s governance model, he remarked, “The Karnataka model focuses on people-centric economic, social, and cultural governance, with an emphasis on green energy and women’s empowerment. This approach has drawn global recognition, with Oxford University describing it as ‘Shining a Light in the Darkness’ and a ‘Blueprint for the World’ in its Human Rights Hub blog. The United Nations Secretary-General has personally visited the State and praised our initiatives.”  

The Governor also reaffirmed the government’s commitment to transparency and accountability, highlighting reforms such as the introduction of a counseling-based transfer system for officials and measures to ensure direct benefit transfers without intermediaries. He further stated that investigations into past corruption cases are progressing toward their logical conclusion.
